Is it possible to setup your lvl 19 chars and not add gametime to your account and still get the same benefits? Like on a lvl 20?

No, you need to have an active subscription in order for you to be able to play 19's.

You can lock ur XP as a F2P at 19 but u won't be able to queue for bg's or arena. I think u can only do war games and dungeons.
And u also get all the other limitations like 10g cap etc etc like 20's.
If ur cancel sub probably best to make some 20's and keep ur 19's for if/when u sub again.
