Question about BiS Hunter weapon lvl 1

What weapon is the best in slot weapon for a lvl 1 twink hunter?
I've read somewhere "Any 2h" but they all have different stats and why is a 1h with agility not better then?

Bloodied arcanite reaper with 20haste, cause you can't get 20 haste on 1 handed swords

Not sure about this but, isnt staff of jordan or something better? 1 resi 1 hit and 9 SP ( i cant remember if spell power still gives something to arcane shot)
please explain why, and sorry i'm a noob at this.

against low levels, the Staff of Jordan would be fine with +25 agility...but I go back to my previous statement...haste is king
