Question About Arcane Torrent

Does it trigger the Global Cooldown when used?

With 3.0.2 patch, Arcane Torrent is off of GCD (Global Cooldown) just like most/all other spell interrupt abilities.

So then, I could make a Belf Rogue, gear him out with little in the way of stamina and alot in the way of AP, spec 5 Malice, 3 Puncturing Wounds, 2 Opportunity and pick some unlucky fellow every 5 minutes to go



Garrote, Backstab, macro Thistle Tea + Backstab, Macro Arcane Torrent + Backstab for 4 abilities in 4 seconds, three of which would have about a 55% crit chance? Even though it would likely destroy my ability to kill things outside of the 5 minute Thistle Tea Cooldown and 2 minute Arcane Torrent Cooldown?
