quest help: Shore Leave - Horde in Azshara

Tried looking for him yesterday. He's not at the spot he's supposed to be at, so I went to wowhead. Found out that an NPC named Lieutenant Drex is supposed to have a quest or two, including one that leads you to Captain Tork. Field Promotion - Quest - World of Warcraft. Not sure if there's more to it than that, but there's probably a chain you're not seeing.
Neither of these men had any quests for me. There's supposed to be a quest on a sign on the island that leads you to Lieutenant Drex, but there were no quests at all on the island for me. Probably become active when goblins are introduced.

I got my bedlam gun on my rogue after +80 quests. I'm pretty sure its unnecessary, but the surefire way to get shore leave from torl is to start doing the quests at the front of orgrimmar's back entrance gates . Tork is phased out until you reach a certain hub and complete the quests there. The problem is that you don't know which hub unlocks tork's phasing. I cba to check if he was there every time I did a quest, so I don't know either.
Tldr: do quests at org-azshara gates and travel from hub to hub and you will get to tork.

Im sorry i cant be exact with instructions but ill try to help u!
I started doing quests by the moutain strip footmines i did ever quests i came by and the sent
me all around Azshara but 46 quests or so later i got the quest [Feild Promotions] I got that
quest in The shattered strand but i think i got it from a chain starting in the blidge water
harbor. (Im not sure if u can start the chain here because i started way back but its worth
a try if you cant find quests here then just start were i did {the moutain strip footmines})
After you Get [Feild Promotions] you take it to "Captin Tork" in "The Ruins Of Eldarath"
(Yes the same guy you were looking for before, but now is magically here since u have obtained
the quest.)
Captin Tork has a quest called Still beating heart he wants you to obtain the Heart of Arkkoroc
Its suprisingly close to Tork just a littel south of him, when you get here you will see a Naga
named High Priestess silthera channeling a red beam on a "Enslaved Son of Arkkoroc" Floating
infront of her hands is the heart! To obtain the heart you just right click it but BEWARE! the
Priestess and the Son Of Akkoroc will attack if u get close so kill them then get the heart.
Im a rouge so i stelthed up grabbed the heart and sprinted away, they chased but then reset
Take the heart back to Tork and you will recieve... Nothing... Yet
There are 4 other quests there other goblins offer, take all of them and well.. Complete them
NOTE: For the one quest you have to kill an elite with 5.8k HP but i just attacked him and i
didnt even do 1k damage when he just died? so Good luck with that
After completing these 4 quests Captin Tork will have another quest for you!
OMG ITS SHORE LEAVE!!! Take this quest and then head to The Bligewater Harbor. Turn it in and
Congrats you can get ur beast twink gear
