US Priest twinking still worth it?

My first question, with the mega nerf to disc priest, what spec is the most viable in the 19 bracket and is a priest even worth twinking in that bracket?

Holy is the best spec for dmg, Disc is the best overall. And yes disc is still good and viable, just not on the same level as resto druid and resto shaman

Holy for Damage? Wow, may I ask why? I figured Discs and penance with castigator talent or maybe shadow would have some viability...
