Power Word: Shield has no cooldown now?

I haven't been able to get on Beta so I'm just going off of bfa.wowhead.com, but is it really true that PW:S has no cooldown now? Is it much weaker or something to balance that? Seems like Disc would be completely unkillable until oom if that's the case.

It's a small shield, it replaces the plea spel.

It feels and looks retarded yup. Early ptr testing with non bis enchants etc the shield was around 300 at lvl 19 *
