Probably wrong, and I'll be testing. But if these truly are ilvl 100 and only lvl 30 requirement, it's broken lmao. That's in the ilvl range of BFA raid gear.

39(99 bfa) is a good spot for them in my opinion. You have access to some legion epics while rare, are farmable to an extent. You’re only looking for socket+tertiary 99s for the slots that don’t drop off the icecrown bosses, they can’t ilvl upgrade. instead of Titanforges like 101 were.

39 seems like an end of bracket level, and it currently is one on live too (99). I think there was some GFd enchants when 99 wod gear was buffed or something, for older toons

It got un-grandfathered lol. Pretty sure that the wod dungeon gear is now at an ilvl where it can be enchanted again. Still worth the grind, my 39 drood on the ptr has 50% extra base speed and it's pretty glorious

Same on my level 30ptr (80live) and 45ptr (110live)

Seems only a 50 can start this event...
