Potential BoE Rares List

With the current scaling system, rare world drops for weapons, shields, and off-hands scale as level 12, 17, 22, 27 ect and armor scales as 10, 15, 20 ,25 with +8 ilvls. So for 19s, there are new weapons that are ilvl 25 and armor that is ilvl 23. Some of the rares are originally level 15-25, those are easy to obtain, just kill mobs that were previously in that level range (mobs in duskwood, wetlands, ect). For rares that are higher level (25-35), there are mobs in Southern Barrens that were previously level 30-35, they scale down to level 25 (25-60 zone), with potential to drop those higher level BoEs at a lower level.

This is a list in no specific order of BoE's that are obtainable and some higher level BoE's (25-35) that may potentially be obtained.

Adaptable is 4 int 6 stam 5 vers, 2 int vs 1 vers I could see adaptable ring being better, but it's close
At 6+ stacks you're looking at 1 vers 3 crit vs 2 int 1 stam, again a close call
The ring has potential depending on preference

How scaling works is rare items are dropped depending on your level. So the theory is, if you go to a high level zone (Northern STV) there are mobs that are level 30ish. Since it's a 25-60 zone, the mob will be level 25. So, if you kill this mob on a level 20, the loot should in theory be lvl 15/20or lvl 17/22.

For example, https://www.wowhead.com/item=13094/the-queens-jewel&bonus=3941 is a level 25 ilvl 30 ring, so it should drop from 27-33 mobs. https://www.wowhead.com/npc=37090/deviate-terrortooth https://www.wowhead.com/npc=669/skullsplitter-hunter https://www.wowhead.com/npc=37091/deviate-plainstrider#drops:mode=noteworthy:50-18+1 are some mobs in that level range.

As for items such as https://www.wowhead.com/item=936/midnight-mace, it's a lvl 33 wep with ilvl 38. This means it can drop from 35-41 mobs. In southern barrens, near RFK there are level 34-35 mobs, these scale down to level 25 since it's a 25-60 zone. https://www.wowhead.com/npc=37560/razormane-pathfinder#drops:mode=noteworthy:0- and https://www.wowhead.com/npc=37553/disturbed-earth-elemental#drops:mode=noteworthy:0-18+1 are the mobs.

The issue is, at 19 I don't think there has been anyone getting these higher level BoE's at 19. When farming at level 39 for ilvl 51 epics, the blues that drop are all level 35/40 or 37/42. Since it's randomized, at 20 you might get 15/20 and 17/22 rares and trade them to your 19, I don't know if they drop at 19 (none confirmed afaik)

Edit: this is all theory until someone gets a higher level BoE at ilvl 23/25. The lower level ones are already known to be onbainable

The Cape of Stranglethorn is a 30-60 zone
https://www.wowhead.com/npc=43726/bloodsail-corsair#drops:mode=noteworthy:100-18+1 are 40-41 mobs
This means in theory, they can drop 35-39 epics, and hopefully if farmed on a 29/30 the item would drop as level 28 (ilvl 41) or lvl 27 (ilvl 40).

From what I've seen 20s get req lvl 22 weapons and 20 armor . So it goes to the closest level not what is wearable. 19s would therefore get level 20 armor and level 17 weapons.

39s get 35 and 40 armor despite being closer to 40

Blues drop as req 35 (ilvl 43)/req 40 (ilvl 48) and req 37 (ilvl 45) and req 42 (ilvl 50)
Epics drop as req 37 (ilvl 50) and req 38 (ilvl 51)

So blues drop both as 35/40 and 37/42, so at 19/20 they might drop as 15/20 and 17/22
