Is there any guides out there for every possible plate upgrade for 20? Possibly weapons too?
I couldn't find any guides that had much.

...that's probably because there isn't really much "lvl-20 plate info" to put into a guide.

I'm not certain what you mean by "upgrade" in this context, but outdoor NPCs won't drop any plate gear at your level... so your best strategy would be to make a new character, get it to 20, and only then do all of the available "plate quests":

• Horde Only
• Neutral
• Alliance Only

...and if "RNGesus" has seen fit to bless you, you'll have a couple random Epic Upgrades for your trouble.

Then... you either:

• ..."try your luck again" with a new character,
• ...go "full tryhard" and purchase a faction-change for some extra quests,
• ...or "stick with it" and check the in-game Dungeon Guide™ to see which Dungeon-Bosses still have useful gear for your particular character (...Horde characters also have a questline that lets them buy Krom'gar gear).

Strength weapons have a similar strategy, except that there are also some "farmable" drops that can potentially get Epic Upgrades:

• A 2-hander (The Pacifier) that unless you're lucky can be a miserably long process...
• ...and a 1-Hander (Petrified Shinbone) that appears to drop often-enough that they should just rename it "Isenhart's Case".

(It's also worth mentioning that several in-game holidays have "Dungeon Events" that specifically drop epic amulets/cloaks/rings/trinkets... so keep that in mind when making decisions.)
