Still drops but i'd suggest putting them in the AH due to 50-54 not popping or anyone even trying to make a twink at that level. Phasing Boots - Item - World of Warcraft is the item and what it drops off of.

Wow...those boots require level 50 and have an item level of 45. Seems a bit backwards, no?
