Overpower is back in 5.2

There was some confusion with public test realm warriors getting procs of taste for blood but overpower only being available at level 30.

Warriors rejoice , bit of an old tweet but there you have it from Ghostcrawler himself :

Q: On PTR, Taste for Blood comes at level 20, but Overpower at level 30. Kind of hard to use TfB without the ability it procs

A: They should both be level 20. Did you roll a new warrior for PTR? (Source)

Won't this be a problem? Also, I didn't quite understand what Blizzard meant with this:
Slam now deals 220% weapon damage, down from 190%.
It seems like a damage buff, though it says "down" from 190%. As far as I can tell 220>190 unless I'm completely dumb.

Intentionally to keep from being able to spam it. Not sure if you'll still fit heroic strike into rage dump priority but meh.
