EU+US Need help obtaining a tabard

I saw a lvl 20 with Tabard of the Dragonmaw Clan equipped and wanted to get it for my twinks as well. Does anyone know how to go about getting the rep? Thanks!

Play Timewalking dungeons (any timewalking dungeons) on your max levels.
Wait till Cata timewalking week is on.
Buy Commendation badges for Dragonmaw clan from the timewalking vendor.
Mail them to your twink.
Profit.

rep is acquired by questing. cata timewalking event is the only way for low levels.
