LoA because it is slower. I would get both tho and use Bonebiter for melee classes, and LoA for casters and hunters.
Ironheel would be better than Golden Scale boots. The armor pen on Golden Scale boots is only about 3% on a 39, which is pretty pointless. The extra 3 stam and 4 str plus the extra bit of armor is more significant imo.
