Mage twink: 19 or 29? :)

Hi guys,

I got question about doing a twink mage. I created yesterday mage, human coz of free trinket and now im thinking about blocking exp. I want do it for fun only for some time - my question is which are more op - 19 or 29 lvl? And what lvl You preffer?

Mages are good at 29 but we only do arenas right now.
