Can I get the "new" boe item drops with lvl 5 req?
What lvl my farm character should be for that?

I'm pretty sure they're level 10 as well, but I'm not certain about that...

Level 10 drops lvl 1 ilvl 5 gear and lvl 4 ilvl 7 weapons, @ohti was correct. These will be your BIS for lvl 5s.
