I was thinking, would it work ok to chuck Icy Weap on a sword/dagger, then start the fight with melle, and wait till the weap/ice buff procs then run, and leave combat > Change weap(to a +30spell pwr one) then start fire'ing him? Or is that plan fail? Is the frost armour 100% Proc?

Why would you leave combat? You can switch weapons in combat, just not other gears.
