Yes I got it on several non cloth classes during legion. To me it actually seems like the drop rate for keefer has been increased.

Nah, I fished for it for 3 weeks (haven't gotten back to it) in Legion on one of my rogues, and no luck yet. I usually get it within the first week. So that's probably just you being lucky.

Can you actually fish for it after the tournament is over (15 minutes or so?) After I the world quest disappears I stop getting tastyfish.

You can only get it while you can get tastyfish

You should know you cant get items from an event once the event is over...
