"Feral BiS" is not the same as "Flag carrying BiS". IMO, if you're carrying the flag, stam is much more important than hit, crit, or agility.
also, if you're carrying the flag, you might want to try out Resto...not Feral. Feral Swiftness is tempting, but there's also a lot of value in removing roots too.
