I have a second account linked to my main WoW account. I created it a while ago because I was going to level more toons, but the allied race thing gave me a bunch more slots.

I never put any money into the account. The game calls it a starter account. I created one toon and because it is linked to my main account, it has all the heirlooms and mounts and stuff my main account has. But I don't know about other stuff. Does this account follow all the other veteran rules? Can I level profs to 300? AHs? Gold caps? Or if I make a toon on this account will I have to play it like a F2P account?
 
No, this secondary Starter Edition account functions in many ways like a normal non-linked Starter Edition account. You just have the added benefit of all the cool looking mounts that pure Starter Edition players cannot obtain. But more importantly, can probably utilize some toys for creative purposes that pure Starter Editions cannot.

Although from an Achievement point of view, the fact that you could accomplish some things on a main account and than have your Starter Edition level 20s benefit from it, doesn't lend itself to the strong sense of pride we "Starter Edition by Choice" loonies hold when we get something cool on our account.

Veteran is the way you should go. Get some cool enchants before your sub. expires and create some lvl 20 twinks. Veteran gives more options than linked like profession benefits etc.

If you prefer being old school pure F2P, you can make a fresh battlenet account.
