Item upgrade

Good day all! as you know this weekend was free to play - so what a nice opportunity to use the AH during this time

anyway my question is - I made a new warrior this weekend and I did a quest line that I do/did with all my other 20s and this weekend some of my quest reward gear was re rolled and upgraded. band of brothers ring is now lvl 37...

is this a new thing on low level chars? also will this still be available when the free weekend is over ( basically is this only available to paid subs?)

well this makes twinkling fun again! but there are only so much quests to do for ilvl25 gear for a chance to upgrade to ilvl32...
