Is this bracket really that expensive?

With the recent change to dungeon drops proc'ing epic. You don't need BOE's anymore. Yes they are still BIS because they are ilvl 151, but epic dungeon gear at 99 can proc 149 (assuming you are talking about 99 twinking). Now it will take a while to get the gear unless you have someone carrying you through dungeons. The 1 artifact weapon and four 160 ilvl quest gear are also still available. I have gotten my BiS boots to drop from randoms and only need helm now. klingon

he's not. that's just the armory fucking up, they're lvl 99 BoE's that dropped at lvl 101 for 110's

this has been written extensively 2-3 months before the last big patch .. the best gears for all classes for lvl 90-99 are socketed SoO gears with (if you have it) 3 socket heirloom 2H weapon or 2 socket heirloom 1H weapon .. trinkets are a wide mix, but most class'es BIS are still neck, cloak and rings BOEs, if you can get socket or leech on these BOEs even better
my SoO https://worldofwarcraft.com/en-us/character/us/nagrand/cæléstråsz outperforms my BOE https://worldofwarcraft.com/en-us/character/us/nagrand/cælësträsz by about 14% raw damage, and range ability attacks are also increased by about 14%
give you another example, plate chest .. Shaladrassil Chestguard is ilvl160 = 40 str 61 stam 17 hast 37 mast while a Chestguard of Cyclopean Dread is only ilvl130 = 44 str 64 stam 17 has 16 mast 20 versa (after socket with 3* 5str/6stam gem with 20 versa enchant)
so, do not buy the BOE until you have the full set of SoO, after which you can check if they are worth replacing .. many 99s were saying that epic drops are also good, you can check that again when you have your SoO gears to compare with and swap out if needed
all my 99s were full BOE, which cost me a lot of gold, but i have to slowly change them back to SoO gears, the pain part was they were all SoO geared before legion and i had deleted those and replaced with the BOEs
if you want to play this bracket, start getting these SoO gears right when you are lvl90, they are good, i am raising a new set of 3BDKs and 3MMHunters to move up to this bracket at the moment, i think they will be fun in the 90-99s xp-off bgs

my error .. it is 2sockets 2H and 1 socket 1H heirloom .. these are NOT available anymore .. if you have them it will be good eg. Hellscream's War Staff, Hellscream's Warbow, Hellscream's Doomblade etc.
if you do not have these, then remember NOT to socket your artifact weapon with any relics .. choose your enchant carefully and after you enchant you can put in the 2 relics .. cos once you socket them with relic they go past the ilvl152, some classes' enchants are those used up to max ilvl152

I'm still confused how people have things like the Vastly oversized ring on level 99 chars? You can't even get it till 101

when you do search on AH screen .. you key in lvl 98-99 .. and select Epic .. if there is any 98-99 BOE it will appear .. most of the time there is none .. remember dont buy the wrong thing .. i remember long long ago i bought a lot of chest pieces and pants etc and found out later there are ilvl160 from Pillar of Creation quest lolol .. the BOE are only 151 while the pillar quest item are ilvl160

because the lowest level legion drops drop at is 98 so naturally boes work the same way
for one to drop you have to be a specific level (98-109)
at 110 you get 101 drops which have the ilvl of lvl 110 drops despite being a equip @ 101 item
