No, there isn't. Reason: macros cannot interact with untargetable objects.

In key bindings set "target" to "mouse wheel up" or "down" if you have a good mouse the rate of scrolling might be better than that of someone clicking. I would argue that someone with excellent timing could click the flag 1 time and beat someone spamming.

latency is a bigger factor then clicking at the perfect time.

What you say is true - one click could be enough. Though I would argue that chance is a bigger factor than timing in this. Compare it to a lottery - the more tickets you buy the higher your chance to win is. (though of course there is an element of timing in this)
