Lots of places, just not organized (mostly).

Each server has more than a few dozen of 70 twinks it seems, but they dont guild up. Only AD seems to have the 70s (alliance and horde) in guilds.

Though the other guilds might just want to block us out so they wont ever let us know if they exist or not.

Outland alliance has a community similar to what Stormscale had in early-mid MoP (lots of people in lots of different guilds).
As Stale said, Argent Dawn has a more organized community. I know Alliance side is very active, can't speak for horde side.

Horde is on stand-by as many wanted to prepare for WoD.

Indeed, when season starts the competitive plays comes to life again, been like that every season.
