US Is lvl 15 the new 10?

Do we have any former level 10 twinks, i.e. the level 10's who were killing people 30+ levels above them in world PVP, who have beta access? If level 15 is the point at which we can enter warmode, I'd really love to know if level 15 currently seems like an equivalent in terms of scaling and power to level 10's prior to their nerf in BFA especially.

ive been toyin around, my lvl5(10) can ezy gank a lvl 10(20) on BETA, im thinkin a lvl 20 in SL(for WM) and gank people questing. at 20 we can make sum cool stuff, got a lot more gearing options.
