Within 72 hours of actually leveling, if you city sit and open a ticket a Game Master will be willing to de-level you.

if it's past that mark, you may as well make a ticket anyway.

If it just happened recently and you haven't been doing anything on the character after you leveled then you have a chance. I think people have had some luck recently getting old characters deleveled if you can get the right GM.

Yes it's possible. You just have to be very demanding. Possibly open multiple tickets before it happens
