How to get this Shoulder？So strange

I saw this on a player a few years ago. Can't remember the details but I think it drops from a world boss/mob and has since been patched. Correct me if I'm wrong someone.
Edit: could have also been from a BMAH crate (one of the "shitty" rng rewards as opposed to a mount/tabard/pet; although I dunno why it's timewarped)

From what I recall, one could buy one of the belts (Not sure which one) from https://www.wowhead.com/npc=158385/time-displaced-thanthaldis-snowgleam as an alliance, and if you faction change the item would change into those shoulders.
Haven't done it since Battle for Azeroth, I couldn't tell you if it would still work or not.

Sounds similar to the unintended way people got ele force (or any wep enchant) on a particular shield
On my old account I had eleforce on the movie promo shield from the horde -> alliance mail convert. Wasn't a great shield to have but it did proc in combat I think

There was like a week in Legion where enchants worked in BGs, even though they were supposed to be exclusively ilvl based.
During that week, rocking double Ele force as Elemental (and flameshock had no CD) I would just dot the entire team and watch them rot.
Otherwise it was whatever.

Yeah still got that shield on my 10 for my dps prot set. Double EF procs is fantastic.
