How to Get the Shadowland Zone start Quest for Pure f2p

According to wowhead, the alliance quest should be 'Shadowlands: A Chilling Summons' from High Inquisitor Whitemane. But I couldn't locate the NPC! Did i miss something?

Ok, I will try to ask someone with sub at GoldShire to group up with me. But what should I ask them to do next? Is it just to start party sync? Is there anything else to enable (e.g. Chromie Time)?
