Press c go to hit (melee) hover over the number I.E. 4.11 then it will have levels with the % of miss you have versus the target's level and that's how much more hit % you will need, I do believe it is 4% hit.
5% from gear to cap 2h yellow + white on targets your level. 4% from gear if ur a draenei b/c of +1% hit racial (which is no longer party/raid wide, boo)

Note that this only works for same-level targets (so for 49s, that works out fine). The numbers are not accurate for PvP targets of higher levels, as those numbers only apply to PvE targets.
