What are you talking about? Plenty of people got gear from MoP and/or DF at 107 ilvl or lower and got the Herald achiev.

Are you sure? Because that is not my experience. But if i am wrong i am the first one to admit it.

Can you please point out people who got it with MOP or DF gear?

On the Discord "Herald of the Titans LOW COST", they do montly runs of Herald and most people gear with MoP quests/vendor and DF world quests and Dungeons (since it's the fastest/easiest to gear).
They've gotten the achieve every single time.
