noticed that my outlaw agility stats was red, so i was checking to see what gear piece was causing this, nothing needed repaired. i came to by BOA axes, removed one saw -2 went to -1 after removing second axe my agility was no longer red.

any set up with SL gems, no gems, agility gems, w/wo enchants did this

Totally fine, it scales to 0agi at ~15 level and negative later to compensate sockets. That's how budget works now.

my mop hunter bow has no budget deduction, have not checked other MOP heirlooms.

they robbed the xp bonus and BOAs are now penalized to be below greens and blues, originally, they were equal or near equal to dungeons blues per blizzard. with the scaling of gems, two +3 or 4 gems with the negative budget plus the reduced base DPS of the weapon imo they are under performing

non gem BOA wpns are really diminished
