So, how to get this tabard? I know that it is in Tol Barad, but how do I get in there? (the portal dosen't work for me). And anyway, how to get 40 points for that tabard?

You probably just get summoned

You get summoned by two high levels or two other twinks that have the tabards @ the summoning stone.

You can actually use the tabard's teleport so once you hit honored you'll never need to get summoned back there again
