Doesn't know that Ruin is the only place that you can get queues maybe... I've run into a lot of people since the Patch of Death that didn't know you couldn't get queues everywhere. Or maybe he just wants it to have it... I've run into a lot of people like that too. It's a status symbol to them and many never even equip it.

Definitely a possibility. Not sure if it's worth paying for the extra transfer though (whether by actually transferring to get it or paying someone to transfer to you).
