Mainly talking about 19, 29, 39, and 49 brackets. Will heirlooms be bis in most cases? And what will be the fastest way to acquire them?

heirlooms will be bis for a lot of classes in all of those brackets you mentioned, one reason is there are items with hitrating while still giving strong main stats, but it all really depends on the bracket and class so you can still get away without them and be competitive in most brackets id say.
The way to get them early on in Wrath will be to spam heroic dungeons at lvl 80 for PVE Badges and the winterspring currency. For these you can buy PVE heirlooms and PVP heirlooms, my brains fried so im sure I missed something, but basically youd want a max lvl on the same account, does not have to be same server or faction as your twink(according to beta) and spam 5 man dungeons for currency and then turn it in for whatever pieces you need.

The only reason I ever did a heroic dungeon in the first place was the LFG tool that let me get ported there, and that's not gonna work the same, right? Soooooo..... yuk.

I started getting some heirlooms on Warmane via Argent Tournament. Looks like that was added patch 3.3.0, so maybe not available at Wratch Classic launch?
Dread Pirate Ring is also available if you win the fishing tourney, at 39 it provides +6 stam, +10 crit, and +5 hit.

As far as I'm aware, wotlk is launching on 3.3.5. BUT I assume argent tournament will be a later content release down the road. So yea, probably not.
