Healing Power Enchant

I see all these guides recommending +15 sp to bracers. I went out and farmed for about 10 minutes to get the Healing Power Enchant and it dropped. When I learned it though it says there is an item level req. of 35. What's the deal with that? Is it no longer available for enchanting gear in the 19 bracket?

Theres 2 versions of the 15sp enchant for bracers, one for 35+ and one with no level req.

Theres one that requires lvl 35+ and one that doesnt require lvl 35+ (dumb i know).

You got Enchant Bracer - Spellpower.
