Havent Twinked in awhile and would like to start back up. Ive always liked 29s, but im curious as to how people get ques with xp locked? i seen some 29 twinks today running some TWDs and just confused as to why since they dont get bg ques when xp is locked.

BG ques do pop, so do arena skirmishes. During peak hours BG ques take anywhere between 15-45 minutes. During off hours when almost no twinks are still playing you still get twink ques pop every 1-1 1/2 hours. IDK when 'peak hours' would be for you, but its generally around 6-9 am for Oceanic servers. I know theres also a glitch you can do to que yourself into regular bgs and keep your experience eliminated debuff, but i'm not sure how to do it and its generally considered scummy. Plus it only reduces xp by 99%, youll level eventually doing that.

BG ques pop if you're XP locked for subbed accounts. ALL XP off toons, including true F2P's, are now segregated into an XP disabled que.
