Greater vs Peerless stats?

So I had greater stats on my chest which gave me +3 all stats. Peerless stats gives me +2 but everybody uses peerless. Why?

The greater one doesn't really give you it, bugged tooltip

scales to 2 or 3 on bgs
they might be bugged idk, its ok on 29s
