Ghost Iron Dragonling nerf?

I'm making my first 20 twink. I just leveled Pandaria engineering and made the dragonling, It says requires level 33 and ilvl is 39. Can anyone else confirm this and is it now nerfed and can't be used at lvl 20? Thanks

Before you make it ur supposed to apply a relic of the past I believe.

Yup you need to put relic of the past 1 in the "optional" slot

I believe engineering has to buy the relic of the past too, mine couldnt craft those.

edit- or just mail it from an alt that can make it.
