Forgotten Creation mob not scaled to 11. Advice needed.

Introducing my friend to making an 11 twink. They are going for the Amnesia neck but the mob isn't scaled to their level. Tried both in and out of Chromie time. They are also a new WoW player period, and i'm thinking this might be because they are yet to complete the Dragonflight campaign and unlock Threads of Fate/Adventure Mode? Any advice is appreciated. Note: I have looted the item successfully on my own account, in which I have done the main campaign content.

Gotta do the campaign on a higher lvl character

Cannot do that mob with lv11. Some alternatives are:
Disoriented Watcher - can loot once per day with a low-medium drop rate
Eldoren the Reborn - drops Phoenix Feather Pendant if you want Mastery, very high drop rate.
- Eldoren spawns every 14 hrs. Next spawn times are 1:30pm PST, 3:30am PST, etc.

The beastie dosen't always drop it, but it's an excellent choice for nearly all toons.
The hard part for them will be getting their hands on the Gems & Neck Widget to upgrade it.

They may easily get Crystalized Sigil from Liskheszaerain Ohn'ahran Plains .

Liskheszaera is a lv20 mob. Difficult for many classes, especially casters.
I never farmed for that neck, can't confirm it scales down to lv10/11
