Foamspittle vs Onehand/shield

I have a 20 resto shammy equipped with an epic foamspittle but see in the f2p/vet armories they all have onehand and shield equipped. Is the onehand and shield the better option just for armor purposes? The foamspittle seemed too good to pass up with the intel and verse which I thought would be better for heals. Thank you for any responses.

With an Offhand / Weapon ( assuming either both BG Crate / and or Epics ) you gain either 4 Primary Stat or 3 Stam / 3 Versa assuming Shammy or H Pala due to the second Enchant as both 1H and 2H can use Major Spellpower.
