It's aquired from a boss in WC. To be more precise, a rare spawn.

You kill the boss until you get it.

yeah you could do that.

Its in usually 1/10 instances you go to, its to the right side of WC, and its in the crag (the place right before the waterfall) . It only has like a 40% drop rate on the fire belcher. For instance, a guildy of mine had farmed it for i think 19 trys before it dropped.

best way to farm it is have a high run to that area in WC before the jump, see if it's there run out and invite you, then hope it drops when you kill it. as mentioned above if it is not there run out reset...repeat till you catch the rare or you have exceeded instance lockout



as for BIS depends on what you need either most stam/int....or other wands that have hit or crit



since the huge mana pools that started in WOTLK along with the boost of BOA's using a wand for wanding/shooting is extremely rare
