Experience Eliminated Buff is Missing

Update: Nevermind, I went back to the NPC and turned XP on and off again and now my buff is back.

I logged on my twink today and noticed that the red bandana buff from turning off XP is missing. This is my normal, active Dragonflight account.

I went back to the Experience Eliminator NPC and the only option he had for me was to start gaining experience again, so I didn't click anything.

Then I went outside the city and killed a few boars and I don't seem to be gaining XP, but the buff is still missing.

Does anybody know why this is happening? I'm afraid to run a dungeon and accidentally level up...

This sometimes happens. I also am worried everytime but it does not make you gain experience. Oddly enough, when grouping with high level characters, they don't show the XP debuff.

It is probably just a visual glitch that happens when you change instances on the server with the wrong packet first or something.
