We all know that we actually do more damage to 120s, and they do less damage to us, than what the on-screen numbers show on the damage dealer's screen. I decided to do a bit of testing with my 2 accounts, dueling my 111 resto twink, a rando 110 shaman I had, and a 120 feral druid.
111 vs 120:
From the point of view of the 111: you do 232% the damage you appear to do. So for example, you hit for 10,000 as per your combat log - the 120 will register as if you hit them for 23,200.
From the point of view of the 120: you do 43% the damage you appear to do. For example, you hit for 100,000 as per your combat log - the 111 registers 43,000 damage taken.
As expected, the numbers are closely related: 1/2.32 = 0.43. These ratios don't seem to be affected by either the 111 or 120's versatility, or equipped gear ilvl, so they're probably pre-set.
110 vs 120:
The numbers are exactly the same!
From the point of view of the 110: you do 2.32 the damage your combat log shows you.
From the point of view of the 120: you do 0.43 the damage your combat log shows you.
Conclusion: From a purely WPvP/dueling point of view, 110s do not get any benefit from better damage scaling vs 120s as opposed to 111s. 110s might get slightly better secondary stat scaling, but this is more than likely offset by the reduced stats from BFA gems and enchants.
Unfortunately I do not have any 119s or any other odd levels between 111 and 120 so I can't tell if the scaling remains the same all the way until 119 or not (most likely not). If you have the chars and patience, please post below - I'm curious.
