Eternal Belt Buckle is Soulbound now?

I am making a 69 pally twink and was looking at eternal belt buckles. I know you need a 70+ to attach it to a BOE belt, but now it says attaching it makes the item become soulbound so it seems only 70+ can use them now? Can anybody confirm?

I recently made a 69 dk twink and he has one which still works.

Are you sure it still works? My friend has a 60 pally twink, ret, and had a belt buckle on his judgement belt or w/e it is called. It still shows it there, and the gem inside it - but he does not actually get the bonus from the gem
