Engineering Tinker enchants

I've read on some exploit forum that you can have the 42k dmg rocket on level 70 and someone on the thread mentioned that you can even get it at the 24 bracket and it would hit for around 2k damage per second however I have not seen proof of that so I'm asking:

Has anyone ever tested that and can confirm it? I leveled up engineering and got over 200 iron grenades only to found out their casting time has been nerfed so engi is kinda useless for me right now and that would be quite good to have

I believe it was available for a short time and got nerfed/fixed, not sure though. It was pretty unknown.

I made that post on ownedcore about the fireworks launcher.
Someone tested it on a low level, but it didn't work. The tinker requires 400 engineering to use.
This still works, but only level 60+

I have the tinker on my 16. It never worked, requiring 400 eng like above said.
