EU+US Enchanting shoulder/legs

I would like to know about what the enchants are that can be used (leather) if not exploiting latency. Are there are specific criteria for the armour that needs to be fulfilled for it to be enchanted? Ie. Can it be applied only to BoEs etc. It seems as the documentation for gearing seems to be excepting of exploiting...

Mop leg enchants dont bind boe pants (I believe its mop, someone fact check this)
+stam armor patches can be put on boe shoulders, if looking for the main stat/secondary stat enchant on shoulders uoure limited to BOA
