Enchant Help

Not sure where to post this so sorry if this is the wrong spot and please point me in the right direction.

I am a newbie just joining the twink scene and my first go at it is a 59 War. I have a quick question about how you get the shoulder enchant. Says you need level 85, so how do 59s get an 85 enchant.

As for the help part, I'm looking for an enchanter on the Kel'Thuzad server. I don't have the kinda of money to buy the enchants outright (no high levels on this server) but I could manage to farm enough money for mats if I can find someone to do them.

Its an inscription item, you can buy it off the AH (or the mats off the AH) and apply it to BoA sholders - but you need to do it with a toon under 100 and over 85? I think? if it's too high level the BoA is "too high level" (because it scales up to character level) and the minimum to use the inscription is 85. For warrior, the BoA shoulders are fine.

You can do it on any server and mail them to your 59, because they are account bound. Best way to do it.

edit- plus, if the 59 doesn't work out, you still have the shoulders forever. Mail them to any toon.

Heyas so my 59 rogue is pretty much stuffed by now but I'm wondering how can I enhance my belt with the lvl 70 Blacksmithing extra gem and an inscription lvl 85 to my shoulders. I bought them out of the AH and ask a lvl 90 to perform those onto my stuff through the trade window but its not working. My guess is do I have to find a lvl 85-100 BS guy that craft it straight on my belt and an Inscription guy to straight craft it on my shoulders? What about the leg enchants that are better than the lvl 55 requirement ?
