Ench Shamy PoD Question / Talents

I got a question about the talents that almost all Ench Shamys are running at 39 with PoD.

Why do they go with 4/5 Flurry instead of 5/5? What is the reason behind it?

I think it's cause you can't get off 3 swings with PoD (4sec swing timer) with the increased flurry speed proc before it runs out leading to the same amount of hits if you had 4/5 flurry or 5/5 flurry

tbh I don't like the 1% or 2% dodge increase I tend to go 5/5 flurry + 1 point something else even if I'm using PoD
