While fucking around in Boralus I have stumbled upon a https://www.wowhead.com/npc=142238/bouncer , who allowed me to queue for the Dueler's Guild as a level 20. Of course, no one seems to be doing this so I got no queue pop, but there is no reason for it not to work since I was already in a queue (the queue is via a buff that you get https://www.wowhead.com/spell=272386/in-queue).
There are a couple of achievements that you can get, a tabard (https://www.wowhead.com/item=163055/duelers-tabard?bonus=0) and the 'Contender' title.
This seems like an interesting thing to do, and maybe organize a night once in a while where level 20s queue and have fun.
From what I understood the thing is faction specific, so Alliance will only duel Alliance and vice versa for the Horde. I do not know if it is also realm specific.
