Dragonflight glyphs broken?

On my F2p nonveteran account, I took my level capped 20 to the Dragon Isles in Chromie Time. This is my first and only character on this account for the sole purpose of doing a F2p completionist run like a crazy person. When I got there, I flew around and got all the glyphs along with the 6 related achievements. Afterward, I continued the campaign and unlocked dragon riding. I am nearly done with the Waking Shores campaign, and I haven't been able to upgrade my dragon riding. I have 0 points available, I only have 4 vigor. I have the talents Take to the skies, second wind, and thrill chaser. Are F2p players restricted on dragon riding? Is it because I'm level 20? Is it because I got the glyphs before unlocking dragon riding?

skyriding now scales with character level, 20s will only have what you listed (unless it’s an MOP remix char, those have 6 vigor, but access to only those 3 spells i believe)
