As for costs, i've seen it range from 50g to 5000g, Don't know how much somebody'd pay for it, though.
As for the item itself, it's a random world Epic, specifically from Outland, or Burning crusade-specific content, It's not exactly heart-stoppingly rare, but hey, it's still an epic.
As for the shot effect, if memory serves, it'll have a similar animation to that of the brutal gladiator's rifle, Something along the lines of a green flash, Along with some strange green circle/ring on the left hand, when the gun is fried, from what i see in the screenshots.
And congratulations, it's a pretty gun.

Yeah as sponsor said, prices nowadays are out of whack, either low or ridiculously high. So you can slap it for 2k, 5k, w/e rocks your socks, and someone might bite, especially if it's fitting transmog that person is going for. One man's trash is another ones treasure (works for girlfriends too)
As for checking for prices, wowhead.com has average buyout price from all servers posted, in this case
and since wowhead is probably known to even less wow interested people, majority will post around this price. You can use http://www.wowecon.com too, that one is best since it's working with auctioneer too, but for some reason it's not working for me (tried to install Win8 earlier and comp messed up)
Now for effect, from wowhead comment section:
this gun is awesome for transmog. it has a unique animation when it fires, sort of like the red smoke from the AQ worm guns, but much more exaggerated. each shot causes green sparks to come out of the tip and large green circles to appear out of the yellow tube on the barrel. it's definitely a really cool effect and the gun is easily worth picking up on the AH if you see it for a decent price.
So i'd xmog it if you dont mind loud shots from guns
It has similar model as Gyro-Balanced Khorium Destroyer - Item - World of Warcraft, although that one has slightly different coloring.
